Dogbos- the new asbos for unruly dogs?

Dog owners in Wimborne and the surrounding area are already currently in the news as restrictions are called for on where they should be allowed to walk their pets. Tensions are running high as the dog owners fight to retain their rights to walk in parks and recreation areas while those opposed to their presence demand the areas become dog free zones.

Today the national news is reporting calls for all dog owners to be forced to take out insurance in light of the rapid increase in vicious attacks by dogs- believed to be as many as 100 a week now resulting in hospital treatment.
There has even been talk of a dog version of an anti social behaviour order- a Dogbo- to try and force owners to take more responsibility for their pets.
Is it unfair to tar all dog owners with the same brush when the majority of canine pets are well behaved and appropriately restrained or leashed? Should the blame for the huge rise in dog attacks be placed at the feet of the owners of the 'Status dogs' ie those breeds chosen by owners because they are aggressive? What do you think? Do all dog owners have a duty to insure their pets? How will that stop the attacks?

I am a responsible dog owner and resent these new type of dog owners that are giving genuine dog lovers a bad name. Status dogs as you refer to them are a different type of animal all together.
